Gear credits cover the things you need on your body to function — coats, shoes, work boots, hygiene kits. In winter, gear is a Tier 0 ethical floor: cold-weather emergency gear has an anonymous-redemption path so no one has to choose between safety and identification.
Cold-weather emergency anonymous thresholds and the seasonal date range are set before this credit goes live.
