What it does

SSI is needs-based disability income; SSDI is work-credit-based disability income. SOAR is the SAMHSA-funded technical-assistance model that trains caseworkers to file high-quality applications, raising the initial-allowance rate from ~28% to ~65% for unhoused applicants with mental illness.

Eligibility

Adults with a medically determinable physical or mental impairment expected to last 12+ months or result in death AND that prevents substantial gainful activity. SSI also requires income/resources under federal limits ($2,000 individual / $3,000 couple). SSDI requires enough work credits.
