AB 1869 (effective July 1, 2021) eliminated 23 categories of criminal-justice administrative fees prospectively, and AB 199 (2021) extended that to discharge the unpaid balances. Counties may NOT continue collecting on those fee balances — though restitution to victims and court-imposed fines remain owed.

California voter registration
Registers a Californian to vote. Unhoused residents can register with a cross-streets descriptor for their residence and a separate mailing address (or 'general delivery' at a post office). Same-day conditional voter registration is also available at any vote center.
Domestic-violence services — local DV agency + Family Justice Center
The Antelope Valley's designated DV-services agencies. A local domestic-violence agency operates the 24/7 crisis line, emergency shelter, and survivor advocacy. The area Family Justice Center co-locates law enforcement, prosecution, civil legal aid, and survivor advocates under one roof. Both maintain VAWA-compliant confidential records — separate from HMIS and other coordinated-entry systems.
